Meet our Director, Raphael Clarke, a Marri Amu and Marri Tjevin man from the Moyle River flood plains and a devoted Territorian. Raphael's journey is an inspiring one; he began as a talented AFL footballer, spending an impressive 9 years with the St Kilda Football Club and representing the Indigenous All-Stars in 2009.
Returning to the Northern Territory, Raphael founded Wurrba, driven by a mission: to create genuine employment and upskilling opportunities for Indigenous people in the Northern Territory. As a qualified carpenter himself, Raphael leads by example, actively involved in the day-to-day operations as a hands-on Director, working closely with and mentoring his team from project to project.
Raphael holds a Certificate III in Carpentry.
Justin Moulds
Project Director

With over 20 years of experience in construction project management and plumbing, Justin brings extensive technical expertise and strong leadership to his role as Project Director at Wurrba.
He began his career in plumbing, gaining a solid hands-on foundation that gives him a unique perspective and practical understanding of the field.
Over the years, Justin has successfully managed a wide range of projects, building deep knowledge of the Northern Territory construction industry.
Justin holds a Certificate IV in Plumbing Services, Certificate III in Plumbing and Drainage, Certificate IV in Occupational Health and Safety, and Certificate IV in Project Management, combining technical proficiency with proven capability in leading teams and delivering safe, high-quality projects.

Henry Boeck
Commercial Manager
Henry is entrusted with overseeing all administrative aspects of our projects, including the critical Handover Takeover (HOTO) phase on our Defence projects.
With a legal background, Henry brings unparalleled attention to detail and a commitment to quality that drives the successful delivery of our projects.
Henry holds a Bachelor of Laws (LLB).
Justin Burges
Project Manager
Justin Burgess brings over 20 years of experience spanning construction, heavy engineering, transport and logistics, oil and gas, and infrastructure.

He began his career in general maintenance before building broad expertise in engineering and construction, and in the last 5 years has overseen a wide range of projects and trades.
Alongside his industry experience, Justin also spent 6 years in education at Taminmin College while running and operating his own small fabrication business, further strengthening his leadership and project management skills.
Justin holds a Certificate III in Engineering – Fabrication Trade and a Certificate IV in Training and Assessment, combining strong technical expertise with proven capability in managing teams and delivering projects.
Indika Kaththirige
Business Manager
With over 18 years of professional experience, Indika brings extensive expertise in financial services, operations, project management, administration, business development,
and WHS governance to his role as Business Manager at Wurrba.
His career includes leadership positions in banking, manufacturing, logistics, retail, and operations management, where he has successfully led teams, streamlined processes,
implemented strong safety-first practices, and delivered measurable business outcomes.
Recognised for his adaptability and strategic thinking, he has consistently driven efficiency, growth, and performance excellence across diverse industries.
Indika holds a Master of Business Administration (MBA) from Cardiff Metropolitan University (UK) and multiple diplomas in Credit Management, International Trade, Banking, Finance, and Bank Management, providing a strong academic foundation to complement his practical Business Management experience.
