Raphael Clarke

Introducing our Director, Raphael Clarke, a proud Marri Amu and Marri Tjevin man from the Moyle River floodplains, a respected Larrakia family man of the Darwin region, and a deeply committed Territorian.
Raphael’s professional journey reflects both discipline and leadership. He commenced his career as an AFL footballer, spending nine years with the St Kilda Football Club and representing the Indigenous All-Stars in 2009.
Upon returning to the Northern Territory, Raphael established Wurrba with a clear purpose: to create meaningful employment and skills development opportunities for Indigenous people across the region. A qualified carpenter, Raphael leads from the front as a hands-on Director, remaining actively engaged in day-to-day operations. He works closely alongside his team on projects, providing practical leadership, guidance, and mentorship.
Raphael holds a Certificate III in Carpentry and continues to champion opportunity, capability development, and strong community outcomes through his work.



Justin Moulds
Project Director

With over 20 years of experience in construction project management and plumbing, Justin brings extensive technical expertise and strong leadership to his role as Project Director at Wurrba.
He began his career in plumbing, gaining a solid hands-on foundation that gives him a unique perspective and practical understanding of the field.
Over the years, Justin has successfully managed a wide range of projects, building deep knowledge of the Northern Territory construction industry.
Justin holds a Certificate IV in Plumbing Services, Certificate III in Plumbing and Drainage, Certificate IV in Occupational Health and Safety, and Certificate IV in Project Management, combining technical proficiency with proven capability in leading teams and delivering safe, high-quality projects.

Henry Boeck
Commercial Manager

Henry is responsible for overseeing the commercial and administrative functions of our projects, including the critical Handover Takeover (HOTO) phase across our Defence portfolio. He ensures all contractual, compliance, and documentation requirements are met to the highest standard, supporting seamless project close-out and client satisfaction.
With a background in law, Henry brings exceptional attention to detail, analytical capability, and a strong governance framework to every project. His structured and methodical approach strengthens risk management, contractual compliance, and overall project quality.
Henry holds a Bachelor of Laws (LLB), underpinning his disciplined commercial oversight and commitment to delivering robust, compliant, and professionally managed outcomes.



Justin Burges
Project Manager
Justin Burgess brings over 20 years of experience spanning construction, heavy engineering, transport and logistics, oil and gas, and infrastructure.

He began his career in general maintenance before building broad expertise in engineering and construction, and in the last 5 years has overseen a wide range of projects and trades.
Alongside his industry experience, Justin also spent 6 years in education at Taminmin College while running and operating his own small fabrication business, further strengthening his leadership and project management skills.
Justin holds a Certificate III in Engineering – Fabrication Trade and a Certificate IV in Training and Assessment, combining strong technical expertise with proven capability in managing teams and delivering projects.
